ECA: Comments on the study on mobility and free movement of people and products in the cultural sector



ECA recognises the study as a thorough and fair documentation of obstacles, difficulties and shortcomings of artists working in other EU-countries for shorter or longer periods. As mentioned in the introduction the study has no aim to consider other aspects of artistic and cultural production.

Although in favour of facilitating artistic and cultural co-operation across the borders, ECA finds quotas for local, national or even European cultural production acceptable as necessary instruments to safeguard cultural diversity.

In the work to facilitate mobility for artists the first and foremost aims must be:
- to treat a foreign artist in the same way as a national artist
- to recognise working periods abroad equal to working periods in the home country

These aims need to be recognised and supported by all authorities as well as the artists and their organisations.

Being aware of the great diversity of national laws on taxation, labour legislation etc., a European centre for information and advice to artists crossing borders is required.

On the occasion of the annual congress in October ECA will discuss the matter in its general assembly.
